The plaintext data sealed inside the invite’s [DataEnvelope] with the invite key.
It binds the organization public-key thumbprint (so account-recovery enrollment can verify the organization key belongs to the expected identity) and a copy of the invite secret (so a holder of the invite key can reconstruct the invite link).
